河南省普(pu)通貨運車輛智(zhi)能視頻監控(kong)系統技術要求出臺(tai)
IOV114獲悉(xi),日前,河南省交通(tong)運輸廳制定并印(yin)發了《河南省普(pu)通貨運(yun)車輛(liang)智能視頻監(jian)控系統技(ji)術要求》,該《技術要求》規定了河南省普通道(dao)路(lu)貨運車(che)輛(總質量(liang)4.5噸(dun)及以上)智能(neng)(neng)視頻監(jian)(jian)控系統(tong)終端的一般要(yao)求(qiu)、功能(neng)(neng)要(yao)求(qiu)、技(ji)術參(can)數要(yao)求(qiu)、安裝要(yao)求(qiu)等內容,以及企業監(jian)(jian)控平(ping)臺(tai)的功能(neng)(neng)要(yao)求(qiu)、性能(neng)(neng)要(yao)求(qiu)與(yu)技(ji)術要(yao)求(qiu)等內容。
之所以(yi)推出(chu)(chu)該(gai)《技術(shu)要(yao)求》,是因(yin)為省廳(ting)看到各地市在(zai)積(ji)極推進在(zai)普(pu)通(tong)貨(huo)運(yun)(yun)車(che)(che)輛上開展車(che)(che)輛智(zhi)能視頻監控技術(shu)應(ying)用過程中,出(chu)(chu)現了部分(fen)智(zhi)能視頻監控設備質量不合格(ge)、技術(shu)參數過低等情況,造成了設備不能正(zheng)常運(yun)(yun)行和相關數據應(ying)用存在(zai)障礙等問(wen)題,因(yin)此,出(chu)(chu)臺(tai)了統一的技術(shu)標準要(yao)求。
系統組成及架構
智能視頻監(jian)控(kong)終端應包(bao)(bao)含(han)(han)部標子(zi)(zi)(zi)(zi)系(xi)統(tong)(tong)(tong)(tong)和主動(dong)安(an)全(quan)(quan)子(zi)(zi)(zi)(zi)系(xi)統(tong)(tong)(tong)(tong)。部標子(zi)(zi)(zi)(zi)系(xi)統(tong)(tong)(tong)(tong)須包(bao)(bao)含(han)(han)衛星(xing)定位子(zi)(zi)(zi)(zi)系(xi)統(tong)(tong)(tong)(tong)、行駛(shi)記錄儀子(zi)(zi)(zi)(zi)系(xi)統(tong)(tong)(tong)(tong)和視頻監(jian)控(kong)子(zi)(zi)(zi)(zi)系(xi)統(tong)(tong)(tong)(tong);主動(dong)安(an)全(quan)(quan)子(zi)(zi)(zi)(zi)系(xi)統(tong)(tong)(tong)(tong)須包(bao)(bao)含(han)(han)DSM子(zi)(zi)(zi)(zi)系(xi)統(tong)(tong)(tong)(tong)、ADAS子(zi)(zi)(zi)(zi)系(xi)統(tong)(tong)(tong)(tong)、可擴展BSD子(zi)(zi)(zi)(zi)系(xi)統(tong)(tong)(tong)(tong)及TPMS子(zi)(zi)(zi)(zi)系(xi)統(tong)(tong)(tong)(tong)。

車載主機終端設備技術要求
車(che)載主(zhu)機(ji)終端設備(bei)應配(pei)備(bei)主(zhu)存儲器(qi)、外部設備(bei)等設備(bei)。車(che)載主(zhu)機(ji)終端設備(bei)應包括微處(chu)理(li)器(qi)、數據存儲器(qi)、衛星定位模(mo)塊、無線(xian)通信傳輸模(mo)塊、實時時鐘、數據通信接口、高級駕駛(shi)輔(fu)助系統、駕駛(shi)員(yuan)狀態監測(ce)系統、盲區檢測(ce)系統(選(xuan)配(pei)) 、胎壓監測(ce)系統(選(xuan)配(pei))等。
終端須(xu)(xu)具(ju)(ju)備(bei)行(xing)車記錄(lu)儀功(gong)(gong)能(neng)(neng)(neng),須(xu)(xu)符(fu)合GB/T19056-2012或2021標(biao)準(zhun)中功(gong)(gong)能(neng)(neng)(neng)要(yao)求;須(xu)(xu)具(ju)(ju)備(bei)衛(wei)星定位功(gong)(gong)能(neng)(neng)(neng),須(xu)(xu)符(fu)合JT/T794-2019標(biao)準(zhun)中功(gong)(gong)能(neng)(neng)(neng)要(yao)求;須(xu)(xu)具(ju)(ju)備(bei)車載(zai)視頻監控功(gong)(gong)能(neng)(neng)(neng),須(xu)(xu)符(fu)合JT/T1076-2016標(biao)準(zhun)功(gong)(gong)能(neng)(neng)(neng)要(yao)求;須(xu)(xu)具(ju)(ju)備(bei)高(gao)級駕駛(shi)輔助(zhu)。駕駛(shi)員狀態(tai)監測(ce)功(gong)(gong)能(neng)(neng)(neng),選配盲區檢(jian)測(ce)功(gong)(gong)能(neng)(neng)(neng)。
此外(wai),終端須具備多平(ping)(ping)臺(tai)上報功能,至少(shao)支(zhi)持同時連接4個平(ping)(ping)臺(tai),同時上傳的平(ping)(ping)臺(tai)包(bao)括(kuo):全(quan)(quan)國道路貨運(yun)車輛公共監管與服(fu)務平(ping)(ping)臺(tai)、河南省綜合交通運(yun)輸(shu)管理(li)服(fu)務平(ping)(ping)臺(tai)、企業安(an)全(quan)(quan)監控平(ping)(ping)臺(tai)。

高級駕駛輔助(zhu)設備技術要求
高級駕駛輔助系統須(xu)具備(bei)前向碰撞報(bao)(bao)警、車距過近報(bao)(bao)警、車道偏離(li)報(bao)(bao)警,須(xu)支持行人碰撞報(bao)(bao)警功能(neng)。
前向碰撞報警。前向碰撞報警功能須(xu)符(fu)合JT/T883-2014標(biao)準5.3條要求。且須(xu)能夠在晴天(tian)、陰雨天(tian)氣等(deng)多種天(tian)氣情況,白天(tian)、黃昏(hun)、夜晚(wan)、黎(li)明等(deng)不同時間、不同光照(zhao)條件和(he)國內所有(you)等(deng)級(ji)道路等(deng)狀況下(xia)正(zheng)常工作。
車距過近報警。車(che)輛在行駛過程中,終(zhong)端應能(neng)夠實時(shi)監測本車(che)與前車(che)的距離時(shi)間,且(qie)須(xu)具備區分正在同車(che)道行進(jin)的其它車(che)輛的功能(neng)。
車道偏離報警。終端(duan)應符合JT/T883-2014標準5.4要求,且符合以下功能(neng)要求:具備正(zheng)確區(qu)分駕(jia)駛(shi)員正(zheng)常(chang)變道(dao)和車道(dao)偏離(li)的功能(neng),能(neng)夠(gou)在(zai)(zai)晴(qing)天、雨(yu)雪(xue)天氣、霧霾天氣等在(zai)(zai)內的各類天氣情(qing)況,白天、黃昏、夜(ye)晚、黎明等不同時(shi)間、不同光照條(tiao)件下正(zheng)常(chang)工作。
行人碰撞報警。車(che)輛行(xing)(xing)駛過(guo)程中,終端可(ke)具(ju)備(bei)(bei)行(xing)(xing)人(ren)(ren)(ren)(ren)碰撞報警功能(neng)(neng)(neng),能(neng)(neng)(neng)夠在以下(xia)(xia)狀況下(xia)(xia)正(zheng)常工作,包含(han)晴天、雨雪天氣(qi)、霧霾天氣(qi)等在內(nei)的(de)各(ge)類天氣(qi)情況;白天、黃昏(hun)、夜晚、黎明等不(bu)同(tong)時間,不(bu)同(tong)光(guang)照條(tiao)件;國內(nei)所有等級道路;具(ju)備(bei)(bei)區分車(che)輛前(qian)方行(xing)(xing)人(ren)(ren)(ren)(ren)與路側(ce)行(xing)(xing)人(ren)(ren)(ren)(ren)的(de)功能(neng)(neng)(neng);具(ju)備(bei)(bei)檢測各(ge)種狀態行(xing)(xing)人(ren)(ren)(ren)(ren)的(de)功能(neng)(neng)(neng),行(xing)(xing)人(ren)(ren)(ren)(ren)狀態包括且(qie)不(bu)限(xian)于(yu)步行(xing)(xing)、跑步、下(xia)(xia)蹲(dun)、打傘、騎車(che)等。

駕駛員狀態監(jian)測設備技(ji)術要求(qiu)
駕駛員狀態監測系統應(ying)具備疲(pi)勞駕駛報(bao)(bao)警(jing)、分神駕駛報(bao)(bao)警(jing)、抽煙報(bao)(bao)警(jing)、接打電(dian)話報(bao)(bao)警(jing)、駕駛員身份識別、駕駛員行(xing)為監測功(gong)能(neng)失效報(bao)(bao)警(jing)、駕駛員面(mian)部照片(pian)抓(zhua)拍等(deng)功(gong)能(neng)。
疲勞駕駛報警。駕(jia)(jia)駛(shi)員(yuan)狀態監測(ce)(ce)系統(tong)應具備以(yi)下功能:在車輛行(xing)駛(shi)過程中(zhong),能夠通過面部監測(ce)(ce)的方(fang)式檢測(ce)(ce)到駕(jia)(jia)駛(shi)員(yuan)疲勞(lao)駕(jia)(jia)駛(shi),并提(ti)供(gong)不(bu)同等級的疲勞(lao)駕(jia)(jia)駛(shi)警告報(bao)警;能夠在白天、夜(ye)晚、黃昏和黎(li)明等不(bu)同光照條件(jian)下實現疲勞(lao)駕(jia)(jia)駛(shi)檢測(ce)(ce)。可在駕(jia)(jia)駛(shi)員(yuan)佩(pei)戴帽子、眼鏡(jing)、墨鏡(jing)等情況下正常工作。
分神駕駛報警。在車輛(liang)行(xing)駛(shi)過(guo)程中,車載終端應能(neng)夠(gou)(gou)通過(guo)視(shi)頻(pin)的方式(shi)檢測到駕駛(shi)員(yuan)(yuan)分(fen)(fen)神狀態,產(chan)生(sheng)分(fen)(fen)神警告,且具備以下(xia)功(gong)能(neng):能(neng)夠(gou)(gou)在白天(tian)、夜晚、黃昏和黎明等(deng)不同(tong)光照條件下(xia)實現分(fen)(fen)神駕駛(shi)檢測;可(ke)在駕駛(shi)員(yuan)(yuan)佩戴帽子、眼鏡(jing)、墨鏡(jing)等(deng)情況下(xia)正常工作;能(neng)夠(gou)(gou)區分(fen)(fen)車輛(liang)轉向、駕駛(shi)員(yuan)(yuan)觀察后視(shi)鏡(jing)等(deng)正常駕駛(shi)情況與(yu)分(fen)(fen)神駕駛(shi)狀態。
抽煙報警。在(zai)車輛行(xing)駛(shi)(shi)過(guo)程中,車載終端應能夠通過(guo)接(jie)觸(chu)或非接(jie)觸(chu)的(de)方式檢測(ce)到駕駛(shi)(shi)員(yuan)抽煙的(de)行(xing)為(wei)并產生報警,且能夠在(zai)白(bai)天、夜(ye)晚(wan)、黃昏和(he)黎明等(deng)不(bu)同光(guang)照條件下實現抽煙行(xing)為(wei)檢測(ce)。
接打電話報警。在車(che)輛(liang)行(xing)駛過程(cheng)中,車(che)載(zai)終端應能(neng)夠(gou)通(tong)過接觸或非接觸的(de)方式檢(jian)(jian)測(ce)到駕駛員接打(da)(da)電話(hua)的(de)行(xing)為(wei)并產(chan)生報警,且能(neng)夠(gou)在白天(tian)、夜晚、黃(huang)昏(hun)和黎明等(deng)不同光照條件下實現(xian)接打(da)(da)電話(hua)行(xing)為(wei)檢(jian)(jian)測(ce)。
駕駛員不在駕駛位置報警。在(zai)(zai)(zai)車(che)輛行駛(shi)(shi)過程(cheng)中,視頻車(che)載終端應能(neng)對駕(jia)(jia)(jia)(jia)駛(shi)(shi)員(yuan)不在(zai)(zai)(zai)駕(jia)(jia)(jia)(jia)駛(shi)(shi)位置的情(qing)況進(jin)(jin)行識別和分析,對駕(jia)(jia)(jia)(jia)駛(shi)(shi)員(yuan)異常情(qing)況進(jin)(jin)行報警提示,同(tong)時(shi)保存報警點駕(jia)(jia)(jia)(jia)駛(shi)(shi)位置照片(pian)和視頻信息,事(shi)件驅動并實現(xian)本地存儲和遠程(cheng)存儲,且具備以(yi)下功(gong)能(neng)。能(neng)夠在(zai)(zai)(zai)全部工況環境下(至少包括白天、夜晚、順光、側光、逆光、樹蔭、陽光交替閃爍(shuo)、車(che)輛震動等)實現(xian)駕(jia)(jia)(jia)(jia)駛(shi)(shi)員(yuan)不在(zai)(zai)(zai)駕(jia)(jia)(jia)(jia)駛(shi)(shi)位置的識別;對駕(jia)(jia)(jia)(jia)駛(shi)(shi)員(yuan)不在(zai)(zai)(zai)駕(jia)(jia)(jia)(jia)駛(shi)(shi)位置的識別準確率在(zai)(zai)(zai)95%以(yi)上,識別和報警總時(shi)間延遲應小于 2s。
駕駛員身份識別。終(zhong)端(duan)應具備駕(jia)(jia)駛(shi)(shi)(shi)(shi)員(yuan)(yuan)面(mian)部(bu)(bu)照(zhao)片(pian)抓拍的(de)(de)功能,在插卡(ka)開(kai)始行駛(shi)(shi)(shi)(shi)時、或定時、或駕(jia)(jia)駛(shi)(shi)(shi)(shi)員(yuan)(yuan)離開(kai)監控(kong)(kong)畫面(mian)再返回等情(qing)況下(xia),應能主動(dong)抓拍包含駕(jia)(jia)駛(shi)(shi)(shi)(shi)員(yuan)(yuan)面(mian)部(bu)(bu)的(de)(de)正面(mian)照(zhao)片(pian),并(bing)上傳(chuan)到平臺進(jin)行身份識別(bie)。終(zhong)端(duan)可具備本地駕(jia)(jia)駛(shi)(shi)(shi)(shi)員(yuan)(yuan)面(mian)部(bu)(bu)特(te)征識別(bie)功能,終(zhong)端(duan)檢測到駕(jia)(jia)駛(shi)(shi)(shi)(shi)員(yuan)(yuan)離開(kai)監控(kong)(kong)畫面(mian)再返回時,終(zhong)端(duan)應能將重新出(chu)現的(de)(de)駕(jia)(jia)駛(shi)(shi)(shi)(shi)員(yuan)(yuan)面(mian)部(bu)(bu)特(te)征,與離開(kai)前的(de)(de)駕(jia)(jia)駛(shi)(shi)(shi)(shi)員(yuan)(yuan)面(mian)部(bu)(bu)特(te)征相(xiang)對比。若駕(jia)(jia)駛(shi)(shi)(shi)(shi)員(yuan)(yuan)面(mian)部(bu)(bu)特(te)征不同(tong),則產(chan)生駕(jia)(jia)駛(shi)(shi)(shi)(shi)員(yuan)(yuan)身份異常事件(jian),并(bing)向(xiang)平臺發送(song)駕(jia)(jia)駛(shi)(shi)(shi)(shi)員(yuan)(yuan)身份更(geng)換事件(jian)信(xin)息。
駕駛員行為監測功能失效報警。車(che)輛在行(xing)駛過程中(zhong),終(zhong)(zhong)端(duan)應(ying)(ying)實時(shi)檢(jian)查駕(jia)駛員(yuan)行(xing)為(wei)監測功能正(zheng)常工作(zuo)所(suo)需條(tiao)件是否滿足,當條(tiao)件不滿足時(shi),應(ying)(ying)觸發(fa)(fa)報(bao)(bao)警(jing)(jing)(jing)(jing)(jing),及(ji)時(shi)提(ti)醒駕(jia)駛員(yuan)。報(bao)(bao)警(jing)(jing)(jing)(jing)(jing)條(tiao)件包(bao)含并不限(xian)于以下狀(zhuang)況:無法獲(huo)取到正(zheng)常工作(zuo)所(suo)需車(che)輛狀(zhuang)態數(shu)據(ju)(車(che)速數(shu)據(ju)、轉向燈信(xin)號、倒車(che)信(xin)號等);傳感器損壞或者被不透光材料遮擋:駕(jia)駛員(yuan)佩(pei)戴紅外阻斷型(xing)墨鏡。失效條(tiao)件解除(chu)后,終(zhong)(zhong)端(duan)應(ying)(ying)能夠自動恢復正(zheng)常工作(zuo);觸發(fa)(fa)報(bao)(bao)警(jing)(jing)(jing)(jing)(jing)時(shi),終(zhong)(zhong)端(duan)應(ying)(ying)及(ji)時(shi)提(ti)醒駕(jia)駛員(yuan),同時(shi)向平臺發(fa)(fa)送(song)報(bao)(bao)警(jing)(jing)(jing)(jing)(jing)信(xin)息;報(bao)(bao)警(jing)(jing)(jing)(jing)(jing)的(de)(de)(de)準確率應(ying)(ying)不低(di)于95%;識(shi)別并報(bao)(bao)警(jing)(jing)(jing)(jing)(jing)的(de)(de)(de)延遲(chi)時(shi)間小于5秒(miao);觸發(fa)(fa)報(bao)(bao)警(jing)(jing)(jing)(jing)(jing)時(shi),終(zhong)(zhong)端(duan)應(ying)(ying)保存的(de)(de)(de)報(bao)(bao)警(jing)(jing)(jing)(jing)(jing)內(nei)容至少包(bao)含駕(jia)駛室內(nei)的(de)(de)(de)照片和音(yin)視頻,同時(shi)向平臺發(fa)(fa)送(song)報(bao)(bao)警(jing)(jing)(jing)(jing)(jing)信(xin)息。
駕駛員面部照片抓拍。車輛在行(xing)駛(shi)過程(cheng)(cheng)中(zhong),終(zhong)端應能夠(gou)根據(ju)遠程(cheng)(cheng)控(kong)制指(zhi)令(ling)和本(ben)地參數設置抓(zhua)拍駕(jia)駛(shi)員(yuan)(yuan)(yuan)(yuan)面部照(zhao)(zhao)片(pian)上傳到平臺(tai)(tai),同時(shi)滿足以下要(yao)求:支持遠程(cheng)(cheng)下發(fa)立(li)即拍照(zhao)(zhao)指(zhi)令(ling)進(jin)(jin)行(xing)拍照(zhao)(zhao);支持超速、定時(shi)、定距、插駕(jia)駛(shi)員(yuan)(yuan)(yuan)(yuan)IC卡(ka)等自動抓(zhua)拍策略(lve);支持遠程(cheng)(cheng)修改拍照(zhao)(zhao)策略(lve)和拍照(zhao)(zhao)參數;可具備將駕(jia)駛(shi)員(yuan)(yuan)(yuan)(yuan)面部照(zhao)(zhao)片(pian)或(huo)識別信息與終(zhong)端存儲的駕(jia)駛(shi)員(yuan)(yuan)(yuan)(yuan)信息或(huo)企(qi)業(ye)監控(kong)平臺(tai)(tai)事先錄入(ru)的駕(jia)駛(shi)員(yuan)(yuan)(yuan)(yuan)信息進(jin)(jin)行(xing)對出(chu),實現對駕(jia)駛(shi)員(yuan)(yuan)(yuan)(yuan)身(shen)份(fen)識別確認。

盲區檢測設備技(ji)術要(yao)求
終端可選(xuan)配盲區檢(jian)測功(gong)能(neng),識別目(mu)標為行(xing)人和(he)非機動車(如(ru)三輪車、自行(xing)車、摩托(tuo)車等)。功(gong)能(neng)應(ying)當(dang)滿足ISO17387-2008標準42節相關功(gong)能(neng)要求,同時(shi)要求設備(bei)(bei)響應(ying)時(shi)間,從(cong)目(mu)標滿足警(jing)告條件到發(fa)出有(you)效報警(jing)指示(shi)的(de)時(shi)間,不(bu)應(ying)超過(guo)300毫(hao)秒;設備(bei)(bei)響應(ying)時(shi)間,從(cong)目(mu)標不(bu)滿足報警(jing)條件到發(fa)出指示(shi)失效的(de)時(shi)間,解除不(bu)應(ying)超過(guo)1秒。
智能視頻監控平臺技術要求
企(qi)業(ye)安全監(jian)控平(ping)(ping)臺基本(ben)功能(neng)(neng)(neng)應滿足(zu)GB/T35658-2017中(zhong)6描述的所有功能(neng)(neng)(neng)。平(ping)(ping)臺應包含(han)用戶管(guan)理(li)、報(bao)(bao)(bao)(bao)(bao)(bao)(bao)警(jing)(jing)(jing)類型分類、報(bao)(bao)(bao)(bao)(bao)(bao)(bao)警(jing)(jing)(jing)信息(xi)(xi)(xi)實時監(jian)控及(ji)處理(li)、報(bao)(bao)(bao)(bao)(bao)(bao)(bao)警(jing)(jing)(jing)查詢、報(bao)(bao)(bao)(bao)(bao)(bao)(bao)警(jing)(jing)(jing)信息(xi)(xi)(xi)統計與(yu)分析(xi)、駕(jia)(jia)駛員(yuan)(yuan)檔案管(guan)理(li)、駕(jia)(jia)駛員(yuan)(yuan)分析(xi)、車(che)輛(liang)終端信息(xi)(xi)(xi)管(guan)理(li)、接(jie)收信息(xi)(xi)(xi)與(yu)展示(shi)、終端在線單臺和批(pi)量操作升級(ji)、駕(jia)(jia)駛員(yuan)(yuan)身份識別及(ji)比對(dui)、軌跡完整率、車(che)輛(liang)超(chao)速次(ci)數、車(che)輛(liang)疲(pi)勞駕(jia)(jia)駛時長、企(qi)業(ye)平(ping)(ping)均車(che)輛(liang)超(chao)速次(ci)數、企(qi)業(ye)平(ping)(ping)均疲(pi)勞駕(jia)(jia)駛時長等功能(neng)(neng)(neng)。報(bao)(bao)(bao)(bao)(bao)(bao)(bao)警(jing)(jing)(jing)信息(xi)(xi)(xi)統計與(yu)分析(xi)中(zhong)須(xu)包括疲(pi)勞駕(jia)(jia)駛報(bao)(bao)(bao)(bao)(bao)(bao)(bao)警(jing)(jing)(jing)、分神(shen)駕(jia)(jia)駛報(bao)(bao)(bao)(bao)(bao)(bao)(bao)警(jing)(jing)(jing)抽煙報(bao)(bao)(bao)(bao)(bao)(bao)(bao)警(jing)(jing)(jing)、接(jie)打(da)電話(hua)報(bao)(bao)(bao)(bao)(bao)(bao)(bao)警(jing)(jing)(jing)、駕(jia)(jia)駛員(yuan)(yuan)異常報(bao)(bao)(bao)(bao)(bao)(bao)(bao)警(jing)(jing)(jing)、駕(jia)(jia)駛員(yuan)(yuan)行(xing)為監(jian)測功能(neng)(neng)(neng)失(shi)效報(bao)(bao)(bao)(bao)(bao)(bao)(bao)警(jing)(jing)(jing)之外(wai),還須(xu)增加對(dui)各(ge)類報(bao)(bao)(bao)(bao)(bao)(bao)(bao)警(jing)(jing)(jing)的處理(li)結果的統計分析(xi)。平(ping)(ping)臺應能(neng)(neng)(neng)對(dui)分路段設置(zhi)限速閾(yu)值,實現超(chao)速報(bao)(bao)(bao)(bao)(bao)(bao)(bao)警(jing)(jing)(jing)。
